THCH welcomes David Russell as new Non-Executive Board Director

We’re pleased to announce the appointment of David Russell as our new Non-Executive Board Member. With his excellent leadership and varied background, David brings a wealth of experience to the organisation and will help towards regaining our Governance & Viability ratings and improving services for residents. 

David joined the Royal Navy in 1970, where he achieved significant milestones, commanding three submarines and a surface warship. His dedication and expertise earned him the esteemed rank of Commodore.

In 2002, David took on the role of Chief Executive at the Harpur Trust, where he led numerous transformative initiatives, including the adoption of strategic plans, increased grant-making, and widened access to schools. He also facilitated mergers, initiated social investment programs, and revamped governance arrangements, leaving a lasting mark on the organisation's success.

David said: “I spent my childhood in Leeds in housing provided by the local authority, so I understand how important social housing is for families. I want to see THCH continue to deliver safe, affordable, good-quality housing for the people of Tower Hamlets.”

Beyond his leadership roles, David's involvement with other notable institutions reflects his dedication to community service. He currently serves as the Senior Independent Director of Eastlight, a housing association in Essex, and holds positions on the Independent Schools Mutual and the Philharmonia Orchestra in Bedford Trust. Additionally, he is an ambassador for the UpRising youth leadership programme, highlighting his passion for empowering the next generation.

With a commitment to enriching communities and a strong background in housing and social investment, David will Chair the Audit and Risk Committee, where his expertise will be instrumental in steering our governance and risk management.
